16 years since a 16-year-old boy was murdered - and his killer remains on the loose

A £20,000 reward remains on the table for information 16 years after a boy was gunned down on the street.

Tomorrow is another anniversary of the murder of teenager Liam Kelly who was fatally shot in Dingle.

The youth was ambushed by men as he got out of a friend's silver Vauxhall Astra car, in 2004, when he was hit by a bullet to his chest, and another to his right arm.

The chest wound, suffered as he was on Grafton Street, close to the junction of Draycott Street, proved fatal, in the early hours of June 19.

Today is the 16th anniversary of that murder, and the man suspected of pulling the trigger remains at large and on the run.

Kevin Parle failed to answer his bail after being arrested in connection with the killing, and absconded from the UK.

The 6ft 6ins south Liverpool man is yet to be caught.

Detectives have taken the opportunity, at a time when the 16-year search for justice now corresponds to the same length of time Liam was alive, to appeal once again for help to solve the case.

After he was shot, the teen managed to get help from a house in Grafton Street and the emergency services were called.

But paramedics pronounced him dead at the scene.

Murder squad officers believe Liam was approached by two men from different directions, both of whom were armed with a firearm.

After the killing, several people, including Parle, were arrested in connection with the murder.

Anthony Campbell admitted murder and was jailed for life and two other people were also sent to prison.

Detective Chief Inspector, of Merseyside Police Mark Baker said: “Despite time passing, we are continuing to investigate Liam’s murder.

"His family have suffered greatly knowing that Kevin Parle could be out there somewhere and hasn’t been put before the courts.

"Kevin has denied a teenager reaching major milestones in his life - including family celebrations, birthdays, careers and relationships - something so many of us take for granted.

"When Liam was murdered, his mother Mary made a heartfelt plea directly to his friends and associates where she begged them to tell the police anything that might help us bring his killers to justice.

"I am reiterating that important appeal in the hope that someone will now find it in themselves to do the right thing and come forward.

"A £20,000 reward still stands for any information that leads to the arrest of Kevin.

"It has been over a decade and I firmly believe loyalties and peoples circumstances change, making me hopeful that we will bring Liam’s family and friends justice.”

Parle, who also uses the alias Joseph Kenneth Parle, has blue eyes and a 1-inch scar on the left side of his head.

He has been known to have cropped ginger hair but the colour or style may have changed over time.

The fugitive is also on the run following the brutal murder of Lucy Hargreaves at a home in Walton in 2005 when she was shot and a sofa she was sleeping on set on fire.

Private investigator Peter Bleksley has been looking for the man nicknamed "Hemp" for more than a year, and believes he is hiding abroad, possibly in Asia, after a significant period of time laying low in Spain.
