The group comprised of JICA employees and their families and a student whom JICA had planned to send to Japan.
They fled by land to neighboring Pakistan and arrived in Japan on Thursday with the support of the Japanese government.
For the time being, the Afghan nationals will quarantine at a facility to prevent the spread of infections. They will decide whether to go to another country or apply for refugee status in Japan.
The Japanese government said it will help with the evacuation of the about 500 people who worked at the Japanese Embassy in Afghanistan and JICA.
