Homes could be built on a former school site in Rowlands Gill if plans are given the go-ahead.
DAMPF NE LTD is behind plans to build 13 homes on land North of Wellfield Road, which used to be occupied by Highfield School.
The proposed development would be a mixture of three and four bedroom houses.
A design and access statement submitted to Gateshead Council says the site is currently surrounded by houses and is close to bus stops with routes to Newcastle and the centre of Rowlands Gill which is a mile away.
The document also claimed the homes would "contribute to the vitality" of the area.
It said: "The proposals would provide a sustainable development that would enhance its surroundings and contribute to the vitality and development of the local community.
"The building design has been designed to be sensitive to the local context and have a complementary aesthetic character.
"The development will be served by adequate facilities, services and connections to the existing settlement and beyond, with good access on foot or by bus."
The council's planning committee will decide on the application by late July.
