Smokers in Minneapolis will soon be facing some of the highest cigarette prices in the country following a unanimous City Council decision to implement a minimum retail price of $15 per pack. The primary goal of this move is to promote public health by discouraging smoking.

The new ordinance not only establishes a price floor but also includes measures to prevent smokers and retailers from circumventing it. This includes a prohibition on price discounts, coupons, and the distribution of free samples. The minimum price will also apply to four-packs of cigars, further tightening regulations on tobacco sales.

Once taxes are factored in, consumer prices are expected to rise even higher. While retailers will benefit from the increased revenue, the higher prices may lead to a reduction in overall sales. Notably, e-cigarettes were excluded from the minimum pricing regulation due to their price variability.

The minimum price will come into effect as soon as Mayor Jacob Frey signs the measure, which is anticipated to occur within the next few days. According to senior public health specialists, Minneapolis will boast the highest minimum cigarette price in the country, surpassing cities like New York City, which set its minimum at $13 in 2018.

Council members expressed their support for the measure, emphasizing the importance of addressing the public health crisis posed by smoking. Penalties for violating the minimum price regulation will range from a $500 fine for first-time offenders to license suspensions and revocations for repeat violations.

Several council members shared personal anecdotes related to smoking, with one member highlighting how the high cost of cigarettes had motivated her to quit smoking. The hope is that the new minimum price will encourage more individuals to either quit smoking or refrain from starting the habit altogether.
