The House will resume proceedings on Tuesday, March 29 at 11.00 a.m.

After Union Minister Arjun Munda’s reply following the discussion on the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2022, the House now takes up matters of urgent importance to discuss.

Arjun Munda addresses concerns regarding allocation of funds for the tribal affairs ministry.

Mr. Munda requested the Lower House to pass the Constitution (Scheduled Tribes) Order (Amendment Bill), 2022, to include the Darlong community of Tripura in the Scheduled Tribes list of the state. The Bill was passed by the Lok Sabha.

During the discussion on the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2022, Congress MP Kodikunnil Suresh says while this Bill is related to a community in Tripura, tribal communities across the country are facing several problems. He says the government is only busy in passing such bills but the problems of the tribal communities are not discussed in the House.

BJP MP in Lok Sabha demands Centre’s intervention under Article 355 in West Bengal

BJP MP Saumitra Khan demanded that the Centre intervene in West Bengal in accordance with the Constitution after a ruckus in the Assembly there, alleging that there was no rule of law in the State and party MLAs Suvendu Adhikari and Manoj Tigga were “attacked” inside the House.

Raising the issue during Zero Hour in Lok Sabha, BJP MP Saumitra Khan said, “We come to Parliament, we see sometimes there is one MP, sometimes 300, but in my seven years I have not seen anybody is attacked. But in West Bengal Suvendu Adhikari and Manish Tigga were attacked inside the Assembly. This has not been seen in the entire country.” “We need Article 355 as there is no rule of law in West Bengal, there is no government...There is no republic in West Bengal, we demand Article 355,” he said.

Article 355 of the Constitution deals with an emergency provision by which the Centre can intervene and protect a state against external aggression or internal disturbance.

Minister of State for Home Affairs Ajay Misra (Teni) informs the house that the Criminal Procedure Identification Bill would increase prosecution and court conviction, also safeguards constitutional principles and human rights

He added that the existing provisions were 102 years old . The bill he stated would address the headways achieved in carrying out crime over the years.

Mr Roy stated the bill violated basic human rights and principles of the constitution.

“This august assembly must very seriously deliberate whether it is in the legislative competence of the treasury to sponsor legislation which squarely hits the fundamental rights under part of the constitution and whether it is within the legislative competence of the house to consider such illegal legislation,” Mr Tewari said.

Writing off does not mean completely waiving off the amount: Finance Minister Nirmala Sitharaman

In response to a question by Sriperumbudur MP T.R. Baalu, Finance Minister Nirmala Sitharaman stated the writing off the NPAs does not translate to waiving off the amount. She informed the house that as part of the accounting process, banks make a provision for the money which is due from the NPA account.

The Finance Minister added the pursuing of the defaulter is followed up. She apprised the Lower House that several public sector bank have got their money back by claiming assets and securities of the defaulter.

“NPAs were previously left by the dozen and tons during UPA rule. Money was never obtained from these defaulters to go back to the banks,” she stated in the Lok Sabha.

Members discuss Employee State Insurance Scheme

MP from Kollam N.K. Premchandran asked the Labour & Employment Minister Bhupender Yadav to clarify if the Govt would revise the ₹ 21,000 cap for eligibility to entitlements under the Employee State Insurance Corporation (ESIC). In response, My Yadav informed the house that the Govt considers revising the pay ceiling from time to time, however, at the moment there are no pending proposals with the Govt.

He apprised the house about the Social Security Code implemented by the Ministry to include the population not a part of the ESIC scheme. He added that in the previous board meeting of ESIC, it was decided that health of workers and potential diseases to be determined as per the specific occupation of the worker.

Talking about the proposed establishment of the World Health Organisation- Global Centre for Traditional Medicine (WHO-CTM) in the Jamnagar, Gujarat, AYUSH Minister Sarbananda Sonowal announced that host country agreement for the same will be signed today by the Secretary of AYUSH and the WHO Director-General Tedros Adhanom Ghebreyesus at the Organisation’s headquarters in Geneva, Switzerland.
